Hernando County Strategic Planning

Hernando County is embarking on a yearlong, three phased, process to develop a vision for the County and a strategic plan to make that vision a reality.

The entire community, both residents and businesses, play an important role in developing a shared vision in partnership with the County. The community's active participation and valuable input in this process is vital as we work together to chart a course that ensures our County's success, resilience, and harmonious growth.

In order for the research team to engage and capture feedback from all stakeholders, this project has been designed to provide various opportunities for feedback that will drive the content of the final plan. For more details on how you can participate please read the "How to Get Involved" section of this webpage. Updates will be posted regularly, so we encourage you to check this website periodically throughout this process.

The project is expected to wrap up in October 2025 with a formal document and presentation being delivered to the Hernando County Board of County Commissioners. Hernando County has engaged the USF Florida Institute of Government and SPC Collaborative Labs to facilitate this project.

    Community Engagement Session I, December 18 2024 (1.5 hours) 5:30pm – 7pm: Hernando County Utilities Department: 15365 Cortez Blvd, Brooksville, FL 34613

    The SPC Collaborative Labs team will facilitate a collaborative citizen engagement session to inform the community of their role in the strategic planning process as well as how to engage throughout the process.

    Community Feedback Survey, February 3rd-24th 2025

    This survey closed on February 24th, 2025. The USF team will analyze, group, and summarize the feedback survey into a report which will be presented to Hernando County’s leadership team and will also posted to this website.

    Community Engagement Session II (2 hours), February 4th, 3:00pm-5:00pm, *Pasco-Hernando State College (PHSC) Spring Hill Campus, 450 Beverly Court Building B-105, Spring Hill, FL 34606

    The SPC Collaborative Labs team will facilitate this collaborative Community Forum to gain valuable insights for consideration in the strategic planning process. Participants will include residents, businesses, and other groups affiliated with the Hernando County community. *Pasco-Hernando State College is allowing this presentation in an effort to serve the community and its students, faculty and staff. This authorization does not mean that the College endorses, agrees or supports the content of the program or its sponsors.

    This Session will:

    • Ask participants to identify characteristics of Hernando County that they value most and do not want to change, and issues affecting the County that the County will need to address
    • Begin to discuss participants’ desires for the future of the County and County government, including a potential vision statement, and possible goals, objectives or recommendations related to the vision and issues
    • Discuss priorities


    The SPC Collaborative Labs and USF team will develop workshop materials for the Session. The team will also prepare a written and visual Session Summary outlining activities and conclusions at the Session. Summary documents from this forum will posted to this website in the "Meeting Minutes" section.

    Community Engagement Session III (2 hours), April 4th, 6:00pm-8:00pm, Eastside Elementary School Cafeteria, 27151 Roper Road, Brooksville, FL 34602

    Community Focus Group Session III will allow participants to:

    • Review draft vision, objectives and recommendations
    • Review input received through resident survey and community participation since Forum 1
    • Discuss and refine the draft vision, goals, objectives, and recommendations
    • Test the degree of support or consensus for the vision, goals, objectives, and recommendations
    • Discuss priorities


    The USF team in partnership with SPC Collaborative Labs will develop workshop materials for Forum III based on discussions at Forum II, including the draft vision, objectives, and recommendations. The team will also prepare a written and visual Forum Summary outlining activities and conclusions at the Forum. Summary documents from this forum will posted to this website in the "Meeting Minutes" section.
